Building the IOOS data management subsystem

Abstract

We discuss progress to date and plans for the Integrated Ocean Observing System (IOOS??) Data Management and Communications (DMAC) subsystem. We begin by presenting a conceptual architecture of IOOS DMAC. We describe work done as part of a 3-year pilot project known as the Data Integration Framework and the subsequent assessment of lessons learned. We present work that has been accomplished as part of the initial version of the IOOS Data Catalog. Finally, we discuss near-term plans for augmenting IOOS DMAC capabilities.

USGS perspectives on an integrated approach to watershed and coastal management

The writers discuss three critically important steps necessary for achieving the goal for improved integrated approaches on watershed and coastal protection and management. These steps involve modernization of monitoring networks, creation of common data and web services infrastructures, and development of modeling, assessment, and research tools. Long-term monitoring is needed for tracking the effectiveness approaches for controlling land-based sources of nutrients, contaminants, and invasive species. The integration of mapping and monitoring with conceptual and mathematical models, and multidisciplinary assessments is important in making well-informed decisions. Moreover, a better integrated data network is essential for mapping, statistical, and modeling applications, and timely dissemination of data and information products to a broad community of users.

The need for sustained and integrated high-resolution mapping of dynamic coastal environments

The coastal zone of the United States is a dynamic environment evolving in response to both natural processes and human activities. In order to protect coastal populations and resources, a detailed understanding of the physical setting and of the processes responsible for change is required. A sustained program of mapping coastal areas provides a means to establish baseline conditions, document change, and, in conjunction with models of physical processes, predict future behavior. Recent advances in mapping technology, including airborne lidars and hyperspectral imagers, allow for the rapid collection of high-resolution elevation data and land use information on a national scale. These rich data sets are critical to evaluating risk associated with coastal hazards, such as flooding during extreme storms. For example, coastal elevation data is a fundamental parameter in storm surge models that predict where flooding will occur, and land use maps serve as the foundation of assessments that identify the resources and populations that are most vulnerable. A comprehensive, national coastal mapping plan that is designed to collect, manage, and distribute these data, as well as to take advantage of recent progress in mapping technology, will provide a wealth of information for studying the processes of physical change, for determining areas vulnerable to coastal hazards, and for protecting and managing our coastal communities and resources.

Ocean observer study: A proposed national asset to augment the future U.S. operational satellite system

The next generation of U.S. polar orbiting environmental satellites, are now under development. These satellites, jointly developed by the Department of Defense (DoD), the Department of Commerce (DOC), and the National Aeronautics and Space Administration (NASA), will be known as the National Polar-orbiting Operational Environmental Satellite System (NPOESS). It is expected that the first of these satellites will be launched in 2010. NPOESS has been designed to meet the operational needs of the U.S. civilian meteorological, environmental, climatic, and space environmental remote sensing programs, and the Global Military Space and Geophysical Environmental remote sensing programs. This system, however, did not meet all the needs of the user community interested in operational oceanography (particularly in coastal regions). Beginning in the fall of 2000, the Integrated Program Office (IPO), a joint DoD, DOC, and NASA office responsible for the NPOESS development, initiated the Ocean Observer Study (OOS). The purpose of this study was to assess and recommend how best to measure the missing or inadequately sampled ocean parameters. This paper summarizes the ocean measurement requirements documented in the OOS, describes the national need to measure these parameters, and describes the satellite instrumentation required to make those measurements.
